eh, with absolutely no inside knowledge, i'm guessing that they tried to run it like that had in years passed, i.e. the marsh convos for a month before the portal opened, the kicker who bailed, etc. but when that didn't pan out they pivoted and i wouldn't be suprised if they put the call out to some trusted agents to say something along the lines of "we have $2 million for a boundary receiver" just to see who popped loose. And I don't think they were the only program to do that.
If there is a lesson here it's probably: this year's portal will not look like last year's. Next year's will not look like this years. Everything is still too frothy for that to be true. Got tighten up on the evals, academic process etc in anticipation of needing to quickly change strategies, probably more than once, in future portals.
