Most players out of high school are going to be cheaper than players out of the Portal because they've yet to accomplish anything at the college level. Think of the Portal as professional free agency. Those players are almost always overpaid due to their scarcity, combined with the fact that they have proven production at the professional level and can reasonably be expected to perform similarly on the next contract (relative to things like age and injury history).
Think of players coming out of high school as getting the equivalent of competitive entry level contracts, with a promise to re-evaluate those contracts yearly, based on a player's production when they've joined the program and have had the opportunity to contribute. If the player doesn't get a raise that is suitable to them, they then enter free agency (The Portal) to find another team willing to pay what they think they're worth.
Aware of all that, wasn’t suggesting this is their costs out of HS. Was using it as example of what you described, what an alternative equivalent would cost in the future.
