As I said, it's obvious what the plan was / is. Secure Titus Hawk now, then even if you lose Dollar to Georgia, you keep recruiting him until the bitter end of the cycle. If he sticks with Georgia, you still got a good TE prospect. If he flips to ND you get both of them.
Georgia has done a really good job at recruiting Dollar into a TE room that isn't nearly as deep as Notre Dame's currently is. Furthermore, I wouldn't be surprised if despite being notoriously stingy with NIL among the major programs, Georgia outbid ND here, largely due to the fact that ND has to spend it's funds elsewhere in this cycle with as many elite OL and DL on the board, and the cost of some of the WRs they're after. It may have simply reached the point where the ND staff had to say "we can't pay that and still sign the likes of Champ Monds, Julius Jones Jr, Layton Von Brandt, Abraham Sesay, David Folorunsho, Marcus Fakatou, Aidan O'Neil, Xavier Hasan, Ace Alston, etc."
I'm not going to pretend that I have the inside scoop here, but I know for certain that I never counted Georgia out. They're selling Dollar on being used exactly how they used Brock Bowers and potentially starting from day 1. That combined with a high end NIL offer is highly attractive.
