The hard part seemed to be the logistics of making a game in Hawaii happen on such short notice. If we're worried about another scenario like this season taking place in the future, it might be worth it to kind of set up all the necessary logistical stuff beforehand every year and then set up a game or not depending on what our outlook is.
Also, technically the rule could be used for a game in Puerto Rico as well. Playing in an area without any real football infrastructure presents its own problems, but it could be easier and cheaper than Hawaii in some aspects.
