The best guess of responsible, literate adults is that someone willfully misinterpreted this linked GAO report which indicates an estimate of $2.7 trillion in improper payments from 2003-2024, representing 3% of government outlays over that period.

Feel free to peruse the report for more nuance, or don't because it's an actual source with actual information and not some dipshit on Twitter.

Most tip workers earn a very good living as they don't report their cash tips as is. I would probably tip less if they aren't going to be taxed. Not to mention this would open the door for a lot of fraud.

I suspect waiters don't report all their tips anyway. As AB2cmiller said there are some that make $100K a year, but aren't the vast majority working at restaurants (Applebees, local pub, etc.) where the tips aren't going to get you to the $100K neighborhood. Maybe no tax if they earn under a certain amount would be better?
