Police and FBI know he was on a laptop in a McDonald's shortly before the shooting. The tech guys would have little trouble identifying any computer that connected to McDonald's wifi or any network at that time and place. From there, connecting his IP address to countless bills, bank accounts, email, Netflix, Amazon and so on is simple. Even if he used a VPN that would only slow the identification down and make it more complicated, not stop it.
