It's strange to me that DIII schools can't give scholarships, but NAIA schools can.
I'd be interested to hear the reasoning on that.
NAIA schools want to be part of the world of scholarship-athletics, but want to compete against similarly-situated schools with similar resources.
Division III schools have chosen to not enter the scholarship arm's race. They focus on academics, and sports are basically an extra-curricular. Div. III has a little more prestige, because it almost suggests your above the whole things, are putting sports in their proper place, and embrace the amateur ideal.

NCAA D3 schools could not afford to give scholarships. They use the teams as a way to attract students to their college. Coaches are paid very little at these levels. More like high school coaches or less.
NAIA plays by a different set of rules on many levels and schools at this level are typically NCAA D2 sized schools but do not want to play by the NCAA rules and be part of NCAA.

NAIA Eligibilty is also comparable to DII. It is actually higher for incoming freshmen. DIII eligibility is institutional based. Schools like Mount Union get anybody into school if they want them. There is also no oversight on amount of money given in financial aid. DIII is a have and have nots division.

NAIA is closer to DII then DIII. 24 full rides for football. It's a different level than DIII. Pretty simple.

UGA got the best DC in the game as a Head coach (arguably), ND has a DC who sucks and hates recruiting. No contest

To Loy's credit, he probably got "info" back in May that Beal was re-considering ND, and that the sister thing was no longer an issue...
That info got out, which lead to UGA upping the game and offering his sister a scholly as a "come on back!" ploy, which worked.
It seems that maybe Loy got fed some info that the Beals wanted to put out into the world, which resulted in them getting what they wanted. The Beals know how to play the game.
SUPER PLOT TWIST THAT WOULD BE HILARIOUS: Robert still has legit interest in ND, and will decommit from UGA once he's ensured that his sister's track schollie is safe and locked in.
