But, you really are quite confused on what the definitions and expectations / skill sets of what scramblers / pocket passers are. You're probably thinking of "option QBs" and not scramblers. They both are certainly not option QB's, but they are most certainly "scramblers" by definition.

I think you're interchanging with Spread Option QB with Scrambler and Spread Option QB with Option (Triple Option) QB.

A Scrambler is any QB that can run effectively when a play breaks down. It's not unique to a formation. He can be a Pocket Passer, Fran Tarkington was the prototype.
