This tweet which is basically pointing out the faulty logic behind the "Tariffs Charged to the US" column also (probably) explains the reason why Russia isn't on the list. It seems like it's simply a list of countries that we have a trade deficit with.
The methodology for the first column isn't even representative of the tariff rates for some of these countries. It most likely overstates the tariff percentage so that we can take that number and divide it by 2 and now our reciprocal tariff suddenly seems reasonable. So this seems more about eliminating trade deficits as opposed to matching tariff rates.
I'm assuming we don't have a trade deficit with Russia and thus they aren't on the list.
