Reagan was the great enabler of Islamic (especially Shiite) terror. Bomb the Marines in Beirut and what happens? The Americans withdraw. Capture some hostages? The Americans agree to sell you arms in violation of THEIR OWN SANCTIONS.
If '79 lead to the rise of political Islam, it was Reagan's limp-wristed response to terror that lead to it becoming the tool of choice for movements looking for a low-cost way to manipulate the American government.
I should also add that while these are some of the things that happened under Reagn's watch, the Reagan Doctrine pretty much moved us into position as "world police."
The U.S. directly or indirectly supported guerrillas, "terrorists" or whatever you want to call them all over the world to topple and install U.S. friendly dictators. He involved the US with Hussein, Bin *****, the Sandinistas, and the governments of Guatemala, El Salvador, Grenada, Nicaragua, Panama, Cambodia, Phillipines, South Africa, and Angola, Namibia...... he tried to get involved in the Faulklands war but Thatcher would not let him, went after Qadafi after the Berlin disotech bombing... I would not call him a white flag waiver, but his policies and the CIA pretty much insured US involvement all over the world.
