Holding when the QB is going to be sacked is a smart penalty. Holding when it doesnt affect the play is a dumb penalty. An interception when you're trying to jump start the offense is acceptable. An interception because you waited too long to throw over the middle is dumb.

I agree those would not be dumb penalties or dumb turnovers. But I remain unconvinced that there is such a thing as a smart penalty or smart turnover. The smart play would be to block correctly or a smart pass versus risky one.

The closest I can think of would be offensive pass interference when the WR has no chance of catching the ball but the DB is clearly going to intercept. Although, even there the smart play would be to throw the pass where the WR will catch it and not the DB.
