That article is 90% bullshit. The reason the "solar farm" was rejected is because they already had 3 of them, and they wanted to reserve some land as actual farm land.
EDIT: towards the idiot people though, yeah they were very real. The quotes are accurate. Which was maybe your whole point. Just not the the reason the board denied the new one. In short... couple idiot people = yes; town run by idiot people making idiot decisions = no.
