CI, which I find humorous (confidential informant).

Attorney General Pam Bondi announced in a statement July 9 that the department had sent more than 20 subpoenas to doctors and clinics that provide the care. The request represented an elevation in President Donald Trump's administration's effort to halt the medical treatment for transgender youth, even in states where it's legal.
Bondi said the requests were part of investigations into "healthcare fraud, false statements, and more." No charges have been announced so far, but the probes have had a chilling impact on the availability of care.

Here, the gathering of information is part of an investigation and not gathering trans names as a whole. I'm sure I'm missing another article, but I do not find this to be concerning (on the surface).
Florida, Indiana, Kansas, Missouri, Tennessee, and Texas are among those that have sought information on their state’s trans people. Indiana and Texas are actively making lists.

Looks like Texas is screwing the pooch, yet the other State's are doing this as part of investigations. I'm skeptical.
Let me state, modifying gender on a minor is not something I'm cool with at all. On this, we likely disagree.
