House panel passes college football playoff bill - College Football - Rivals.com

WASHINGTON (AP)—A House subcommittee approved legislation Wednesday aimed at forcing college football to switch to a playoff system to determine a national champion, over the objections of some lawmakers who said Congress had more pressing matters on its plate.

The bill, which faces long odds of becoming law, would ban the promotion of a postseason NCAA Division I football game as a national championship unless that title contest is the result of a playoff. The measure passed by voice vote in a House Energy and Commerce Committee subcommittee, with one audible “no,” from Rep. John Barrow, D-Ga.

“With all due respect, I really think we have more important things to spend our time on,” Barrow said before the vote, although he stressed he didn’t like the current Bowl Championship Series, either.

The bill’s sponsor, GOP Rep. Joe Barton of Texas, said the BCS system is unfair and won’t change unless prompted by Congress.

The vote came three days after the BCS selections were announced, including the Jan. 7 national title game between No. 1 Alabama and No. 2 Texas.

In a statement before the vote, BCS executive director Bill Hancock said, “With all the serious matters facing our country, surely Congress has more important issues than spending taxpayer money to dictate how college football is played.”

The subcommittee chairman, Rep. Bobby Rush, an Illinois Democrat who co-sponsored the bill, said, “We can walk and chew gum at the same time.”

Yet Barrow wasn’t alone in criticizing his colleagues’ priorities; Reps. Zach Space, D-Ohio, and Bart Stupak, D-Mich., made similar arguments. Space said that with people facing tough times, the decision to focus on college football sends the “wrong message.”

The bill has a tough road ahead, given the wide geographic representation of schools in the six conferences—the ACC, Big East, Big 12, Big Ten, Pac-10 and SEC—that get automatic BCS bowl bids.

“The schools in those six conferences, which have such a huge financial benefit from the system, have enormous clout,” said Gary Roberts, dean of the Indiana University School of Law-Indianapolis and a sports law expert. “I don’t see anything coming from this.”

The current college bowl system features a championship game between the two top teams in the BCS standings, based on two polls and six computer rankings. Eight other schools get the Orange, Sugar, Fiesta and Rose bowls.

Under the BCS, the champions of those six big conference get automatic bids, while other conferences don’t.

Although Alabama and Texas finished with undefeated seasons, so did several other teams that will not get a chance to play for the title game, including TCU, Cincinnati and Boise State.

Each will get to play in a BCS bowl: Cincinnati is the Big East champ; TCU, champion of the Mountain West, gets a bid awarded to a nonautomatic qualifying conference that meets certain criteria; and Boise State, winner of the Western Athletic Conference, gets an at-large bid.

At a May hearing, Barton warned college football officials that unless they took action toward a playoff system within two months, Congress probably would act. It took a little longer, but the timing of this week’s vote isn’t exactly a coincidence.

“Part of it is because BCS is in the news,” Barton said before the meeting.

There is no Senate version, although Sen. Orrin Hatch, R-Utah, has pressed for a Justice Department antitrust investigation into the BCS.

Shortly after his election last year, Obama said there should be a playoff system.

“I’m going to throw my weight around a little bit,” Obama said at the time. “I think it’s the right thing to do.”

My favorite part was when the co-sponsor, Rep Bobby Rush, when asked about it being a waste of time with more pressing matters at hand, "We can walk and chew gum at the same time." WTF?!? Are you kidding me? Is he even alluding to Congress being so adept at solving other national matters that they can take on additional, trivial tasks?!?

Anyone wanna venture any guesses as to how much this legislation is costing the taxpayers?

Because I'm sure all of the people out of work in Cincinnati, Boise, and Fort Worth are way more concerned about their teams being snubbied in the BCS than finding work. Once the government gets a playoff set up in college football all of those people will be able to forget about football and concentrate on supporting their families.

Great idea guys, one problem will solve the other.

In all honesty, the BCS favors Notre Dame more than any other school.

There are ND clauses and the money is all NDs to keep.

ND can play a mickey mouse schedule and have a damn good chance to make the title game if they have 1 or 0 losses. They have a shot at a bcs game with 3 losses.

Lets face it, the BCS is great for ND.

Congress has bigger things to worry about than how a non professional sport decides how to pick a champion at the end of the season. I like how they cleaned up baseball as well.

While I agree that Congress has bigger fish to fry, it is a "commerce" sub-committee and the money involved in D-1 football is huge. If the BCS is, in fact, keeping some schools out, than anti-trust action could actually make sense. Nobody wants that, and this is a way of giving the BCS a heads up.

If you wanna talk anti-trust how bout looking into some of the decisions by the FCC in the past 2 decades. How bout making a decision on net neutrality rather than this crap

Anti-trust legalities or not. Even if it is a commerce subcommittee, this is college football. It is not worth the taxpayers' money or Congress' time.

If they NCAA were keeping out minorities or giving kickbacks to corporate donors or things along those lines, then maybe it would warrant some time from the government. But you can't sell me on the basis that college football generates a lot of revenue ergo the BCS needs to be restructured with a playoff system.

Anything that has huge $$$ at stake and gets put under government scrutiny or control goes in the shitter. Look what those assholes have done the airline industry and what they are trying to do to healthcare.

How arrogant is it that congress believes it has the right and obligation to change the college football championship format. Regardless of your beliefs about the BCS v. playoff debate, there is no way in hell that any politician should have any say in this what so ever.

All of these fools need to be voted out right away. They feel they can tell anyone or anything what they can and can't do. The power trip is mind boggling!!!

I hope they pass a bill that takes the heads of the NCAA into the streets and beats them mercifully. I hate the NCAA more than any other corporation in this country and I love to see them get forced to do something like this.

Congress has about as much reason to discuss this as they do to discuss which color thong Britney Spears should wear at her next show. It is not for government to even be talking about. War, joblessness, economic recovery, The Bill of Rights - these are all things that deserve government time.

Where did I say we should be OK with it? I'm annoyed by it just as much as the next guy. Trust me nothing bothers me more than the government over extended it's reach into our everyday lives & things that affect it. Things they have no business prodding into.

I'm just seeing it for what it is. Somebody getting their pockets lined to make a ruckus & put pressure on the NCAA. I just dont see much coming out of this.
