That is reviewable, I saw it on the Iowa vs. NW game. They were talking about how anytime a ball is dead that the players are rushing to it because if it is reviewed and it is a fumble, even after the whistle it can change possession.

I just watched that play again. You are right. The whistle blows several times before Navy falls on the ball. Would not gave mattered since we had nobody near the ball, but still a blown call.
