Do you not understand how our government works? They aren't challenging the content of the EO...non-citizens already CAN'T vote...the EO doesn't actually do anything. He might as well have just signed an EO that said giraffes can't vote....which the Democrats would STILL challenge because....

They are filing the lawsuit on the basis that the President can't control how states run their elections and/or can't dictate who can or can't vote. Those powers are designated to the states and Congress via the Constitution.

The Democrats now have a more traditionally conservative "free trade" approach and the Republicans a more traditionally liberal/leftist point of view.
