Because the odds of converting 4th and 9 are incredibly low and then you compound the odds of still needing multiple 2 point conversions. Make that, and 2 TDs with normal extra points wins you the game not just gets you to OT.

Also, Ohio State having one of the best goal line defenses in the history of the sport, the chances of getting three straight two point conversions on top of picking up that 4th and 9 were slim.
