Interesting. I read some perspectives from the NFIB who have been against the CTA since its inception in the first Trump admin. Without ever actually going through the process of filing the reports necessary, I have no real perspecive on whether or not they're exagerating the burden for a small mom and pop small business. I'm not sure if there is a good way to tailor the regulation to get after the types of domestic crime you alluded to while excluding those small businesses.

If you're running a small time business and can't fill out a form that states your address and the holdings of your business, you shouldn't be running a business.

Small businesses shouldn't be exempt from filings. When the business gets sold or wound up you better believe that lawyers will want to see the filings of the business' ownership. It's basic corporate governance.
