Custom avatars

Are they limited to V-Club members, or can the rest of us upload them? I purchased a "permission" from vbPlaza (for eight grand, mind you -- that's 0.2% of my total funds and it better not have been wasted) but I still don't see any way to choose any avatar other than the default ones. Help?
