Yes they can, it if it’s over $600 then some clearing house has to “approve” it.

Next step is standardized three-year contracts with a 4th-year “player option,” a 5th-year “player/school option,” and a 6th-year “injury option” to replace the old “5 to play 4, but also sometimes a 6th”
