Why do non scholarship players have to enter the portal to transfer?

The portal allows other schools to speak with him. You can’t call up guys on other teams’ rosters regardless of their scholarship status.

And this is no risk to Harrison. The quid pro quo of the portal is that entering allows your school to yank the scholarship. But ND hasn’t given him one.

I guess I assumed he would have earned a scholarship over the years, but that doesn’t appear to be the case.
