These changes will be implemented in 2010.

1. Wedge blocking is now/will be illegal. Changed due to safety concerns. Any two players standing shoulder to shoulder within two yards of each other while blocking on the kickoff shall be penalized fifteen yards, regardless of whether they make any contact.

2. Eyeblack messages (Tebow's Bible verses, Reggie Bush's area code, etc.) are illegal.

This rule will be implemented in 2011:

3. If a player is taunting during a play in which he scores a touchdown, the points are taken away and the ball will be placed at the spot of the foul. (This one has already been very controversial).

Read today that under that new rule, Tate's TD against Michigan in the 4th quarter this year would not have counted.

This is my only problem with this rule, it never fails and it always happens at some point, the referee standing 2 feet away from the play makes no call, the referee on the far side of the field does. The same happens with pass interference, it is a judgment call and if someone shit in one of the refs cheerios, he is going to make a stupid call.

I'm hoping there will be some on field discussion about any calls and it must be a majority rule type deal. Man I just don't like the taste of that.

number three could ruin cfb... can you imagine someone being knocked out of the title race b/c some stupid ref interpreted jumping up and down with teammates after scoring as taunting

The rule says "taunting during the play". Once the player crosses the goal line, the play is over.

PROP approves wedge-blocking proposal - NCAA.org

PROP (Playing Rules Oversight Panel) also approved a proposal that penalizes unsportsmanlike conduct as a live-ball foul beginning with the 2011 season.

The change means, for example, that if a player makes a taunting gesture to an opponent on the way to scoring a touchdown, the flag would nullify the score and penalize the offending team from the spot of the foul.

Penalties for dead-ball misconduct fouls (for example, unsportsmanlike behavior after the player crosses the goal line) would continue to be assessed on the ensuing kickoff or the extra point/two point conversion attempt.

UCLA football: Neuheisel questions new NCAA rule

April 15th, 2010, posted by Adam Maya

The NCAA announced three new rules Thursday, banning wedge blocks and eye-black messages, and live-ball penalties from the spot of the foul for players who taunt en route to a touchdown. The third rule does not go into effect until 2011.
“The taunting thing, that’ll definitely be a much talked about thing with coaches,” Coach Rick Neuheisel said.
Neuheisel took umbrage with the change on wedge blocking on kickoffs, which is when two players are within two yards of one another, shoulder to shoulder. He said he felt the NCAA was simply copying the NFL, which banned such blocks last year.
“The thing that is a little bewildering to me is the change in the wedge rule at this late date,” he said. “There are a number of programs that have already finished spring ball that never got a chance to implement that. I don’t know that it’s been used enough in the NFL to merit if it’s really that much of a difference.
“We haven’t had anybody hurt in the wedge here in the two years I’ve been back. I just think it’s a little bit bewildering why we did it at this point, just because the NFL did it.”

that last rule is ridiculous! just another subject call for the refs, so it will come down to how that ref is feeling that day.

this is gonna cause a lot of uproar the first time it happens. it'll probably be against us.

Thank God we have USC at home in '11!

I can see why the NCAA would like to minimize celebrations because it can be "unsportsman" like but you gotta let the kids play. If a kid starts doing the robot in the endzone after a TD then flag him but give them some slack. Like the Locker call when he spiked the ball, thats some BS.

Taunting. Interesting stuff.

There is a difference twixt jabbing it up, celebrating, and taunting.

True story. A flambouyant and talented team played a team of overachievers who didn’t know they were called overachievers – they were simply playing the game and having fun.

Team A, the great team was winning by a slim margin toward the end of the game. Team B, the average but nasty team was still in it. A call by the refs given to the advantage of Team A sent the Team B coaches ballistic. Team B defensive coordinator called for an all out gap goal line defense at midfield. Team A RB juked the gap and took it for 50 yards. At about the 10, just before he went in, he taunted the D with his hand as if say “come get it.” He didn’t notice a pissed off LB still on the chase. RB scored, but LB chased him not only into the endzone, but all the way to the sidelines. LB told RB he was going to be done on his next carry.

On RB’s next carry, he was carried off on a stretcher after he fumbled when he got his head crushed in by both DEs and MLB

On talented teams next possession, their QB was helped off the field, finished. Talented team escaped with the win.

There is a difference between celebrating and taunting.

its quite simple dont act like a jerk and you have nothing to worry about.

act like you have been there before and that you plan on being there again. barry sanders used to score and hand the ball to the referee.

most players used to score and hand the ball to the referee. things changed, kids lost respect for their opponent.

tv and all the angles and replays ruined what used to happen which was what neutered said above. only it was often done during and after the tackle.

but guys knew not to act like a dick if they wanted to leave without broken fingers and gouged eyes.

now with replay you cant do that stuff anymore. so the offensive guys got a little too cute for their own good.

If I remember correctly, Locker threw the ball about 20 feet in the air. The rules say you cant throw the ball in the air in celebration. Had he thrown it 5 feet, then I would have been outraged, but since he actually threw it quite high, I think it might have been the right call. Based on rules alone though.

I think the wedge blocking is going to be more of a BS call concern than the celebrating penalty. Just as is clipping on kickoff returns; I think this is going to be a judgment call that is very inconsistent and takes away many exciting returns and crushes the momentum of the team with the return.

Obviously was unsportsmanlike, Locker clearly was rubbing it in BYU's face. (sarcasm)
