I live out here where Nick plays, and the jury's still out on him. There's some things you have to remember:
1) Ohio St. offering a QB means crap to me. They are the kings of the "don't do anything to hurt us" QB's. They want game managers, not pro-style QB's. Just go look at their list of QB's since their coach took over. They run the ball, have safe passing plays, and they let their defense do their thing. Pryor is the first difference-maker as a QB that I've seen at OSU.
2) You have to remember where Montana plays QB. Oaks Christian is an athletic powerhouse who plays against teams that can't sniff their jock straps. Jimmy played there, and HE GOT SACKED 4 FRIGGIN TIMES IN 4 YEARS!!! I'm a huge fan of JC's, but we all saw what a difference playing against an actual pass rush is than playing passing league, which is basically what Nick is doing at Oaks. And Nick barely ever even plays in the 2nd halves of games, much less the 4th quarter.
What I'm saying is, the jury is still out on Nick. I'm not saying he's not good. He's only been a starting QB for one year, as he transferred in from a powerhouse up north, and he had to win the job. And when you haven't played that many against top competition, people are going to want to see more of you. I think the buzz will get out after the camps and the passing leagues, where people will have more of a chance to see him.
3) Speaking of passing league, I was talking to a coach last night, and his team played JC in a passing league a few years ago, and he said he never saw anything like it. He made every single throw. He hit his WR's on curls, outs, deep-outs, etc. They took away his wide receivers, and he threw deep middle to the tight-end. He said it was unreal. He saw Nick play also, and he didn't get the same 'wow' feeling at all. But again, he only saw him in limited action.
Nick may very well be a stud, but I don't blame ND for not offering him yet. His measurables don't jump out at you, and he doesn't have a huge overall body of work to judge him. If he's good enough, we'll offer him...
