The non-BCS options are Cotton and Gator. The competition in either wouldn't be much different this year than the non title game BCS competition. The cotton, for example, would be Texas or Nebraska at this point. In spite of their records, I think Texas is as good as an Arkansas or Georgia Tech.

The nice thing about facing Arkansas is they are one dimensional. And it happens to be the dimension that this defense is OK at. Not great, but decent.

I wouldn't say that the talent is way less in non BCS game. Their are some damn good teams that won't play in the BCS this year, you really want to play, say, LSU in a bowl game?
Rose vs Michigan: As time passes, more people are starting to believe that we deserve a rematch against the Wolverines. However, I don't think the Committee will want a rematch because our game wasn't close by any margin.
Fiesta vs Boise State This bowl will not take place.
Sugar vs SEC Seems to be the default bowl shall we fall nowhere else.
Orange vs GT/WFSeeing as how Tech will probably win this game, I see no way of the Committee pitting us against the Jackets for a rematch. We didn't play our best that game and we are now a totally different team.

In conclusion, Sugar still seems like the most obvious destination. Rose will be an option, but I'm not so sure about us playing Michigan. Should we not make to any BCS Bowl, well, who cares. Just pick one.
ND is going to a BCS Bowl their 10 wins get them in, and they are just too lucrative a draw for one of the BCS Bowl committees to pass up, because besides the NC game it really is all about the money. we probably draw the sec champ in the Sugar.
