They can say that, but let's face it Navy and Air Force have performed above MANY DivI-A teams. Teams like Indiana, Illinois, Washington, Duke, UNC, etc.

I live in Austin so I'm used to Texas playing cupcakes to open the season. North Texas, Louisiana-LaFayette, New Mexico State, etc. Texas also plays Sam Houston State this year too...they can't get away from Rhett Bomar!
