I agree with NDAlumSon. I rewatched the interview again. It happened at the start of the 4th quarter, during a time out.
Gary Gray clearly said "I'm considering ND. It's 60/40, South Carolina."
Usually whenever you give a percentage and state a name, the named entity is the favorite. And I saw the comments on this thread stating that NDAlumSon was wrong, but if you listen to it again, you will hear that he said "it's 60/40, South Carolina." Although the name "South Carolina" part came very fast, and he kind of mumbled it. But he did say South Carolina after he stated the percentages.
