I have no idea what went on in that video, and am amazed that anyone else thinks that they do. Manning is obviously jawing in some way with somebody on Rutgers, and the jawing was considered off-base by both the official and one of the VT staff, who put a stop to it. One of Manning's teammates also comes over for a little "brotherly advice". But the so-called gesture could be almost anything, especially without knowing the words. He is obviously a bad decision-maker on other grounds, but this thing seems a bit more like a witch hunt.
