I'm clueless on who gets to vote. Can someone fill me on because it doesn't make much sense how Franklin has a vote but Chip Kelly, Muschamp and Shaw don't have one?

Nevermind Franklin, how does the coach at Middle Tennessee State have a vote? Really? Did the coaches for East Tennessee State and West Tennessee State get a vote, too?
