I know. I'm wondering which hair, exactly, are you trying to split? Because the golden eagle isn't a symbol of our country yet is protected under the same act.

I think it is pretty clear that, by pointing out that the Bald Eagle Protection Act includes protections for Golden Eagles, you were trying to preemptively dismiss the idea that the Bald Eagle is afforded protection because it is a national symbol. But, in fact, that is EXACTLY why it is afforded protection, and the Golden Eagle was merely a later add-on, before the Endangered Species Act existed.

You can have your opinion on it, but what you cannot do is discount that US Code 36.10.176(j) states:

No part of the flag should ever be used as a costume or athletic uniform. However, a flag patch may be affixed to the uniform of military personnel, firemen, policemen, and members of patriotic organizations. The flag represents a living country and is itself considered a living thing. Therefore, the lapel flag pin being a replica, should be worn on the left lapel near the heart.

It's not like those words were my overly-patriotic wishes.............
