Negative. Charlie's new policy does not, repeat, does NOT include pulling offers or scholarships.
Charlie's new recruiting policy was summed up by Charlie himself in 5 words:
"If you're looking, we're looking."
That's it. He's not pulling scholarship offers. All this means is that if you "commit" to Notre Dame but keep talking to other schools, Charlie will simply act as if you haven't actually committed to Notre Dame yet. He'll continue to recruit you, and he'll continue to try to bring you in, but he'll treat you like someone who hasn't made a commitment yet. And as long as you're still talking to other schools, there's the chance that if you wait too long, Charlie will find someone else to take your spot... just like any other recruit who has yet to make a commitment to anyone.
It's basically an extension of how he handled Mitch Mustain last year. Mustain kept saying Notre Dame was his top choice, but he kept looking at other schools. So, Charlie kept looking at other quarterbacks. Eventually, Frazer committed, and then Jones, and there wasn't room for Mustain anymore. But if Mustain had committed to Notre Dame before Jones did, Charlie would've welcomed him in with open arms. Charlie never "pulled" Mustain's offer... Mustain just took too long to accept it, and it basically expired. But it was never actually "pulled."
It was kinda like musical chairs: 3 quarterbacks, but only 2 chairs. And Jones and Frazer sat down first. Loser gets to play at Arkansas instead.
Charlie's just taking his Mitch Mustain Rule and applying it to all recruits. And it's about damn time too. I'm still amazed he didn't think of it sooner, but I guess he was trying to be as nice as possible.
