They do, but the ones your referring to didn't get deleted. They were just moved to a place that only staff members can access. This place need to be cleaned up a little bit, and the threads in mention were going no where, and were just driving away some of the members.

Can't you ban his IP address? It happened to me at the Loose Change forums. The Loosers can't tolerate facts, evidence and logic. After I burned through a few usernames they banned my IP address.
