Do you know when Rivals start giving stars ratings to players?

No.

I think they start by releasing 5 Stars 5 at a time. Considering that Scout has already started putting out stars, the arms (& legs) race should have Rivals keeping pace.

Names on the 250 To Watch List are those expected to be the 4 and 5 Star athletes that will eventually comprise Rivals Top 250 List. Names will be added and dropped as offers are made, May Evaluations reported.

When the actual 250 List is issued it too will be adjusted due to offers, combines and camps take place, and All-Star selections made.
