Need advice on creating a smart phone app

I have been looking into having a smart phone app made for my new business. I've been talking to some tech design companies and have gotten proposals and estimates all over the map. I've gotten everything from $3000 for design and build to $20K. Just about everything I've done to start has been DIY, but I'm extremely tech-deficient so I need advice from people who know about these things.

These are the basic functions I'm looking for: I need a check-in/punch card app for a member loyalty reward program. Right now, members in my program get a physical card stamped at participating restaurants and receive a reward after 10 stamps. To convert this to an app, the program needs to track member check-ins/stamps across a range of restaurants. Stamps are predicated on members actually spending money in the restaurant, so no drive-by check-ins like with Foursquare. The member reward is unlocked and issued on the 10th check-in and has to have a use-it-or-lose-it time constraint on it so people can't stockpile rewards.

The companies I've spoken to have told me what I want is possible, it just takes some custom design. I'd like to save money by working with a smaller company or even a person who knows what he's doing. These big companies have lots of overhead that factors into the price. I worked with a company that had an app created, and it was more in the tens of thousands range. But I can tell you the most important thing is just to look at their body of work, and see how happy their customers are.

Are you looking to make an app just for iPhone users, or are you going to add Android and Windows phone as well. iPhone is the most popular phone, but Android is the largest mobile OS population.

Good luck with your app, I know I would appreciate a business that helped me get rid of yet another card I have to keep up with.
