I would not guarantee it. Yes he has a very impressive arm probably one of the strongest in all of football and is 6'7'', his accuracy has also improved to 57 % which is decent but not that great. I think the big issues with him will be his mobility, he is even slower than Jimmy which would be a big problem. I also read that he has some issues with footwork and mechanics. I do agree that he has tons of potential but idk if it will be enough to vault him to the number one spot.
