Man, look at that horrible date. November 16, 1993. Hard to believe it has been that long.

The way I look at it is that when Notre Dame is having a down year, with the schedule they typically play it's very difficult to end the season ranked. The same is not true of conference members and particularly the Big 10. Before Penn State entered the conference it was only Michigan and Ohio State that were of much significance. Even in an awful year, they could still have the inflated record to encourage a ranking.

The time spent at #1 (especially UM) tends to support that theory.
