what's with this pop up on the home page. It's so annoying. Even when i sign in it doesn't go away.

You're not setting a cookie by ticking the "Remember Me" box. It does not show up if you are signed in, it's impossible.

I'm actually having the same problem. It's ok I guess but it causes somewhat of a hindrance on my compulsive board checking

Even after i sign it it pops up. It will only stop or go away when i click on a topic to read, but tif i stay on the home page it will stay there and follow me up and down. It is really annoying.

What browsers are you using? I've tested it on Firefox and Internet Explorer and it doesn't occur if you are properly signed in.

If you are blocking cookies or using Security software to block them, then yes, it will do that. You can also clear your cookies and temporary Internet files, then reset the cookie and it may fix it.

I am on a mac at work, and i use Safari, and it does the same thing, not on my home PC though, use Firefox

I have now problems with Safari - I checked the remember me box and all is well.
