The guy not only moves his foot at least half a yard, but as he bends down to spot the ball, he looks back at the first down marker to make sure that he gave them enough for a first down.

Why does the NCAA put up with this crap? The officials have all the power and nobody is allowed to question them. It has gone to their heads so bad that they don't even hide what they do anymore. This is straight up cheating. Do they have money on these games too?
