I get the premise but what's stopping them from signing a kid to 8MM NIL and then paying him more under the table because they dont want the actual value to impact other negotiations? This may he the best argument for a Cap + Tax like baseball. Teams still set the market rates, teams can try...

Cap doesn't cause cheating, it will cause parody while certainly regulating a market. Tax will eliminate cheating and ruin parody, but can regulate a market because there's a punishment attached to it for buying the top earners.

This is why there should be a salary cap or very least a luxury tax. I can't imagine colleges wanting players to set the market every year.
