NCAA's Emmert backs tough enforcement changes – USATODAY.com

By Steve Wieberg, USA TODAY

...

• Postseason bans could stretch to three years or more.

• Monetary fines could reach up to 5% of an offending program's budget.

• Teams could be docked up to half of their allotted scholarships.

• Head coaches, who'd be held more responsible for "not promoting an atmosphere of compliance and/or monitoring his/her staff," could be suspended for entire seasons.

• Show-cause orders against a coach or other guilty administrator, imposing restrictions on all athletically related duties and effectively rendering that person unemployable at an NCAA school, could extend 10 years or longer.

• Schools' probationary periods could run up to a decade.

It's about time that watchdog grew some teeth. Level the playing field so the cheaters don't have the advantage.

Keep in mind the NCAA is a MEMBER Organization. Its rules are voted on by the membership (universities) and are as tough as the members want them to be. The Enforcement Staff only has the power the Members allow them to have. Enforcement can't grow teeth but the membership could vote them incisors to replace the baby teeth.

I'd still like to see them go back to Forfeits rather than Vacated Games. IF you cheat the game doesn't count if you win but the other team, that didn't cheat, still has a loss. Punish the cheaters with a loss.

I do like to see them going after the coaches and administrators.

It's a little too late for this. OSU has already slipped through. Not to mention the NCAA won't have the backbone to enforce it.

With being able to be creative with team personnel, that is cutting at will to make room for a full scholarship class, the penalties as they stand are ridiculous.
