In my experience with OSHA, even if you did nothing wrong they will make damn sure they find something you did wrong. Hard to explain to someone who has never been on a job site, but if you have you know exactly what I'm talking about.
The results will show that ND should've done XYZ differently in hindsight and we will get slapped with a fine. The real question is how much did we do wrong.

That is true about OSHA. Most jobsites the workers pack up and leave when they come on the job because they will look till they find something that they can fine you for. And trust me they can fine you for almost anything.
