Replay of Rams/Titans Super Bowl

on NFL network today was sweet... BUT in the fourth quarter with the Titans down two scores they went for a 4th and inches and McNair was stopped COLD!!!... then Eddie George came up from behind and bench pressed him forword and he got the 1st down and kept the game alive... so of course I thought of the obvious... now, if this were called correctly the Mike jones epic tackle is never needed...

here is my question, does the NFL NOT have the same rule and cfb in this regard and if so why (and this is one of my beefs with football, as well as some other sports, in general) why have ANY rule on the book that is not enforced...
