#3 and #4 do NOT apply to WVU.
Rule #3 deals with the champion of Conference USA, the Mid-American Conference, the Mountain West Conference, the Sun Belt Conference, or the Western Athletic Conference not with the Big East while Rule #4 applies to ND.
He was answering my previous question about what ranking a team would have to be if they didn't win their conference. Here is the rule that might apply to UM and WVU this year.
5. If any of the 10 slots remain open after application of provisions 1 through 4, and an at-large team from a conference with an annual automatic berth for its champion is ranked No. 3 in the final BCS Standings, that team will become an automatic qualifier, provided that no at-large team from the same conference qualifies for the national championship game.

I understood the question and noted that #3 and #4 don't pertain as those rules deal with other conferences and ND.
UM wasn't included in the question but #3 and #4 don't apply to them either for the same reasons.
UM can and will qualify under #5 or #6. WVU will get an At-Large Selection but won't get an automatic slot.
The first 4 ranked teams will be:
OSU (season complete)
UM (season complete)
UF or ARK winner
ND or USC winner
A WVU win over RU will not jump them over any of the 4 ranked teams out of this group. UF and ARK will not both lose final season games.
