No, CSTV is College Sports Television. The Mountain West Conference signed an official deal with CSTV so they have rights to any MWC home games. CSTV is generally an add-on with most cable and satellite companies, so you may check with them to see if you get it.

Nope, not one local has the rights to air it. ONLY CSTV has the rights. Here's a article regarding this subject.
