I think the video (combined with what we already know) perhaps indicates a number of things, which may be pertinent in light of all the hullaballoo about Weis being a bully, etc.
(I know, most of this is conjecture, but I think its interesting)
1) This guy is really smart. I mean, the kind of smart that undertands everything in the classroom before just about everybody else. The kind of smart that Joe Montana would appeal to the night before a tough exam.
2) This guy knows that he's smart.
3) Probably in part because of the above, this guy, at times, seems to talk down to others. After all, he's smarter than most others, so how does he know when it is that he has to explain things more fully or not?
3) Yep, he's confident, brash, may we say a little cocky/arrogant? Probably in large part because he's so smart and successful.
4) At the same time that he has the above traits, he also is a bit down-to-earth in the way he talks to people. He's not highly-falutent. I think that's part of the reason his press transcripts read very choppy-like at times, with repetitions etc. Of course, that is the case with most people, but it seems more for Weis than a lot of others in similar positions.
5) This guy does have a sense of humor at times. (Like the idea that the reporters do their homework?

6)...at the same time, he's still mainly no-nonsense. But he can laugh about some of those things outside of his control that he sees as silly (like some of the recruiting regulations).
