The proper question is what's the list of players I described above who even came to ND, let alone made it/stayed/thrived at ND?

You may not know. I do know, however, that football-first, 3-years-and-done, divaesque recruitments haven't worked out well for ND. Maybe Tate will come to ND and thrive. I think everybody hopes that. Odds are not in favor of it occurring though.
