They allowed the other bowls to select any team (not just by where they finished in their conference) like the BCS bowls can? They could divide the non-BCS bowls into groups based on the bowls' prestige/date and choose from there the same way that the BCS bowls do. The first group would probably consist of the Cotton, Gator, Outback, Chick-Fil-A, and Capital One Bowl. They would choose teams on a yearly rotation similar to how the BCS bowls. Maybe a list of all bowl eligible teams would be drawn up based on ranking, and there would be a rule stating you can't pick a team that is X spots below another team. (So a 7-5 ND doesn't go ahead of a 9-3 or 10-2 Big East team) Apart from the Rose Bowl and maybe the Cotton Bowl (even though its lost a lot of its luster) do people really care about the conference matchups? I'd have no problem with bowls not having any conference affiliations and the bowl games having more interesting matchups.
