I expected to be awarded penalties for over aggressive play outside of rules anywhere on the field.

Especially in the box.

I've always been from the camp who believes that you really, really, need to earn a pk. That you have to really do something nasty in order to get a pk. I respect those officials that don't want to influence the game more than they should and they swallow their whistle. The game should be decided by the footy players and not by the call of the official. Pks are too powerful, so they should only be given in extreme moments.

But nonetheless. Foul is a foul.

The extent certainly would warrant a card. But a foul grants the team a free kick or a penalty kick if within the box.
