College Football News program rankings

They've released their latest three-year rankings of college football programs based on fan attendance, academic performance, wins, etc. Notre Dame is ranked #19.

What is confusing to me is that ND got a 7 rating for academic performance, while FSU got a 9, and Auburn got a 10! They claim the rating is based on the most recent Academic Performance Rates available from the NCAA. Does anybody know anything about these academic ratings? Are they released by Steve Spurrier?

I saw that too. It didn't make any sense to me. At first I thought that maybe the lower score was better, but that is not the case.
