Athletic Scholarship Offers and Admissions

This has been discussed many times before and will probably be discussed many times to come. Maybe this should be a sticky...

Anyway, I was just wondering if someone in the know could lay out in detail the difference at Notre Dame between having an offer and getting admitted. In theory, I know the difference, but I have read on several news articles that the ND coaches always get transcripts and test scores before they make an offer.

Is this not true? Do they give scholarship offers to kids who won't get through admissions? I'd love to hear a thorough answer from a good source.

Almost all offers are given after a kid has gotten through admissions. However in some rare cases, it seems kids are given "conditional" offers. These are guys that are just below being admitted due to GPA, test score, or core courses-but are seen as being on the cusp of being qualified. These are guys who should realistically be eligible with some work.
