Could have sworn it was Venables. It's actually not illegal to steal signals in-game unless you do it electronically. It is absolutely not allowed to send people off-campus to scout. Something I would say after cheating…Well the Bama OL after the game said the ND defense was so basic and understandable that by just watching game tape they knew all ND’s adjustments and thus it was easy for them to counter everything ND showed them

So it sounds like they are being accused of and investigated for 1) in-person scouting future opponents, 2) actually filming the sideline in the process, and 3) using electronic devices to communicate with UM's sideline during games. Spicy.
